Completion stage is where the build comes alive. Final finishes, fittings, flooring, landscaping and defect rectification all converge before the Practical Completion Inspection (PCI). Knowing what to look for at handover is the difference between a clean settlement and years of disputes.

Carpet, timber, bamboo or vinyl plank flooring is installed. Subfloor preparation (levels, moisture testing and underlay specification) directly affects the long-term performance of the finished floor.
Stone, laminate or timber benchtops are templated on site and fabricated off site before installation. Cutout accuracy for sinks and cooktops, overhang depths and joint locations are all quality checkpoints.
Glass, tile or stone splashbacks are installed behind the cooktop and sink. Tile layout origin points, grout joint widths and silicon joint quality at wall/bench junctions affect both aesthetics and water resistance.
Oven, cooktop, rangehood, dishwasher and other built-in appliances are installed and commissioned. Electrical and plumbing connections must be made by licensed trades, not the appliance installer.
Baths, showers, vanity basins, toilets and accessories are fitted off by a licensed plumber. Chrome fittings, tapware, mirror placement and accessory heights should match the approved plans and client selections.
Final connection of all plumbing fixtures and appliances: hot water system, laundry trough, outdoor taps and rainwater tank connections. A final plumbing compliance certificate is required before occupation.
Switches, GPOs, light fittings, smoke alarms and the switchboard are finalised by the electrician. A Certificate of Electrical Safety (COES) is issued before the supply authority will connect permanent power.
Concrete or paver paths, driveways and alfresco slabs are formed and poured. Drainage falls away from the building, crossover approval from council, and reinforcement requirements are all project-specific.
Turf, garden beds, irrigation and fencing are installed as part of the contract or by the owner. Grading around the building perimeter must direct stormwater away from foundations to prevent long-term movement.
Boundary fencing (pool fencing in particular) must comply with local regulations. Pool fencing is a mandatory safety requirement with specific latch, height and clearance rules that are enforced at final inspection.
The PCI is your most important inspection. Conducted by you (ideally with an independent building inspector) before keys are handed over. Every defect noted must be rectified by the builder before practical completion is certified.
The builder must remedy all defects noted at PCI before issuing practical completion. A written defect schedule should be agreed and signed; verbal agreements are unenforceable.
A Certificate of Occupancy (or Certificate of Final Inspection) is issued by the building surveyor once all mandatory inspections pass. You cannot legally occupy the building without this document.
Formal handover includes keys, garage remotes, appliance manuals, warranty documents and any as-built drawings. Review the maintenance manual for your home; warranty periods and maintenance obligations start from handover.
